Overview
Manager HSE is responsible for the implementation, maintenance, and execution of the orgganziations environmental, health and safety system (AEHS) for operations at specific customer support sites. Assists with the development and provision of technical and administrative direction on EHSMS goals and the sustainment of a robust EHSMS management system in accordance with the requirements of the OSHAD-SF, OHSAS 18001, ISO 14001, local and international regulations, GAL business strategies and values, and global best practices.
1. Coordinates with site Compliance Monitoring management to ensure effective EHSMS site support.
2. Assists in the drafting, implementation, and management of site-specific EHSMS policies, procedures, and work instructions, and safe practices.
3. Conducts surveillance in hanger’s, flight lines, back shops, offices, facilities, and outbuildings on a regular basis to establish an EHSMS presence, discovers undetected or emergent hazards, issues spot containment or correct actions, and provides support to personnel.
4. Attends pre-job safety analyses and briefings, planning, and client meetings to provide EHSMS support, as required.
5. Ensures that EHSMS training, tool box meetings, and safety drills are implemented and executed as part of the overall EHSMS compliance effort.
6. Conducts safety reviews of all incoming hazardous materials.
7. Ensures compliance with EHSMS hazardous materials procedures and instructions for use, labelling, storage, containment, documentation, and hazardous waste disposal.
8. Evaluates adequacy of PPE for site-specific hazards and enforces proper use and maintenance of PPE.
9. Administer and maintain EHSMS compliance programs including, but not limited to, fall protection, respiratory protection, hearing conservation, medical surveillance requirements, control of hazardous energy, permit-required confined space entry, hot work, reviews and issues permits-to-work, and other required program elements.
10. In coordination with Site and Customer management, responds to emergency incidents and provide first aid, immediate life support, fire suppression, hazardous materials spill control, and other containment actions as required.
11. In consultation with the EHS Lead, contributes to the development and formulation of the EHSMS strategy in alignment with the company’s vision, mission, and business strategy.
12. Assists with the development, implementation, administration, and maintenance of the company’s emergency response plan by reporting on site-specific issues.
13. Manages and leads EHSMS operations through recommending site specific key objectives, managing team performance, developing and motivating individual staff members, and providing formal and informal feedback and appraisal to maximize EHSMS team performance.
14. Periodically reviews EHSMS policies, procedures, work instructions and practices at the specific worksite to ensure they are current and appropriate; conduct hazard and risk assessments, and recommend changes to existing or development of new policies, procedures, work instructions and practices to eliminate or mitigate identified risks.
15. Develops practical solutions to resolve company EHSMS non-compliance issues and recommend corrective actions for continuous improvement.
16. Administers an EHSMS incentive program.
17. Maintains relevant EHSMS logs, documentation, and inspection records.
18. Prepares applicable EHSMS reports as required.
19. Maintains and promotes a site-specific safe work environment in accordance with EHSMS requirements.
20. Serves as senior worksite focal point for EHSMS to address regulatory compliance issues, internal and third-party external audits, liability consultants, and for customer and subcontractor representatives.
21. Continually maintains an appropriate level of professional awareness and knowledge to create an organizational culture that prioritizes effective EHSMS compliance.
22. Works with employees, contractors, and customers to achieve organizational cultural change in the face of potential resistance or institutional inertia.
Interacts with internal and external customers effectively and efficiently in both team-based and independent working environments to reduce costs and add value to the organization
23. Collects and submits mishap data for statistical and root cause analysis
24. Reviews internal and external audit reports and ensure the AEHS Manager has been made aware of all areas where the company is not in compliance and the risks and possible consequences of non-compliance.
25. Assists in the development and presentation of EHSMS training.
26. Anticipates, identifies & evaluates hazardous conditions and practices, including hazardous communications and medical monitoring programs at respective worksites.
27. Participates in site safety, occupational health, and environmental assessments to ensure compliance with applicable policies, procedures, and regulatory requirements and develops corrective actions to eliminate or mitigate any hazards.
28. Participates in emergency response management of critical mishaps.
29. Participates in mishap Root Cause Analysis teams for the investigation of mishaps.
30. Ensure that all mishap containment and corrective actions are implemented and properly closed out as per QEHS policies.
31. Ensures that the site-specific Emergency Response Plan is accurate, up-to-date and implemented so that all employees are properly trained to the contents and requirements of the system as well as their roles in fulfilling specific requirements.
32. Works towards ensuring that the key performance indicators (KPI) for EHSMS meet the target requirements of the OSHAD-SF V-3, Transport Sector.
33. Ensure that the number of non-conformance findings from internal and external EHSMS audits are reduced to an acceptable level.
