Senior Specialist - Talent Acquisition

Overview
Conducts comprehensive analysis of CVs for vacant jobs to determine applicants’ suitability. Conducts preliminary interviews and participates in final interviews, and assists concerned Departments in finalizing selection/hiring process. Directs workflow within the Recruitment Department between Recruitment Officers and Recruitment Assistants to ensure positions are filled in a timely manner. Serves as focal point to Head, Recruitment in identifying issues and makes recommendations to resolve. Facilitates coordination between Employee Services and Planning & Compensation departments. Participates in employment campaigns and ensures that the targets/objectives are met. Updates Company website to reflect current positions in conjunction with manpower needs. Reviews and monitors the performance of agencies providing specialist and supports manpower recruitment services to facilitate the hiring of contracted personnel.

DUTIES AND RESPONSIBILITIES

1. Assists in the development and update of recruitment policies and procedures and ensures that they are consistently applied by all Departments / Programs of the Company. Drafts and finalizes standard operating procedures (SOP) to outline recruitment processes. Participates in review of Company’s recruitment plan, working with program managers (PM) to identify appropriate employment categories of employees and different related skills needed to ensure that the employment objectives are properly met. Initiates the Employment/Candidate Search process to manage selection through internal and external services and ensures cost effectiveness.
2. Drafts employment advertisements, based on approved job description in English as required for publication in local and international newspapers to attract high caliber and competent candidates.
3. Conducts comprehensive analysis of CVs for vacant jobs, determines applicants’ general suitability based on background and experience and highlights observations on each candidates’ strengths and weakness. Prepares shortlists of potential candidates and coordinates with the concerned PM for further technical assessment in final selection.
4. Conducts preliminary interviews, represents Human Resources & Administration Department in interview panels. Extends support to the Department/Program concerned in final selection and negotiation with the candidates, terms, conditions and benefits related to Company’s employment policies and procedures.
5. Assists Company to achieve their UAE National intake targets. Reviews and submits UAE CVs to PM during recruitment process. Reviews with Manpower Planning the latest status/plan updates and acts accordingly to achieve required objectives.
6. Recommends salary offers, based on analysis and judgment, including job scarcity, internal and external salaries/grade level consistency, qualification, experience and technical interview outcome. Reviews prepared contracts to ensure all Company requirements/policies are accurately met.
7. Works on HR Net to track applicant records/staffing requests. Ensures timely update of internal and external applications for candidate data bank. Participates as team member to improve system performance and automation projects.
8. Conducts reference checks for shortlisted candidates, regarding senior professional employees to ensure that information gathered from the interview and CVs, e.g., latest salary, etc. are correct.
9. Verifies invoices related to recruitment campaigns and candidate expenses.
10. Prepares weekly status updates for the Deputy HR & Administrative Director on all recruitment activates across all programs and contracts. Collects and compiles data from Recruitment Officers and reviews their work to ensure all issues are managed according to policy and procedure.
11. Oversees all aspects of recruitment activities to include: in-processing of new candidates, review of contracts, review of files for completeness and accuracy of required forms and personnel documents, visa process for new hires and family members in a timely efficient manner, and organizing the flow of paperwork and general flow of assignment forms, gate passes and security clearances.
12. Monitors travel status of candidates coming from overseas to ensure Recruitment Officers and Recruitment Assistants coordinate properly with the drivers for airport pick-ups and in-processing upon arrival. Performs other related duties, such as reviewing and analysing monthly statistical status/progress reports on recruitment activities, participating in budget preparation and monitoring, conducting Orientation Program for new recruits, assisting in leading the Recruitment Department meetings etc
