Subcontracts Specialist

Subcontract Specialist is responsible for supporting the Subcontract Manager in developing AMMROC‘s terms for business with relevant suppliers which provides best value/service and mitigates operational risks. Ensures that the Agreements & contracts are adhering to contractual compliance and performance for identified key suppliers.

Also will be responsible for:

• Drafts, reviews and negotiates subcontract documents to ensure alignment with AMMROC’s terms for business and quality, legal and regulatory requirements;
• Coordinates with all relevant stakeholders to ensure requirements, SOW, Schedules, Annexes and KPI are clearly articulated and aligned to frontend terms and conditions;
• Evaluates the risks under a subcontracts and develops strategies to minimize such risks;
• Ensures awareness of UAEAF PBL and other customer contracts and to ensure that the relevant approved terms are flowed down (back-to-back) to the supplier;
• Develops RFP packages and supports buyers with ensuring smooth running of a tendering process;
• Participates as necessary, in overseeing the technical and commercial evaluations;
• Finalizes the pricing and terms and conditions, deviations, negotiations
• Is the single point of contact, for both internal stakeholders and suppliers, for subcontract discussions and negotiations;
• Provides commercial and supply chain subject matter expertize to any contractual discussions and negotiations
• Ensures timely renewal of all required subcontracts to avoid contract expiry;
• Conducts market and pricing data analysis and justification to any agreed pricing or price escalation;
• When requires seeks to procure suppliers, pricing catalogues under a framework, BOA, FOS and/or GTA type agreements;
• Ensures that relevant stakeholders signoff the requirements, SOW, Schedules, Annexes, KPIs, Pricing and identified risks etc. under a subcontract;
• Ensures funding is available for requirements prior to submitting an RFP and/or a contract for approval of Procurement Committee or governance;
• Develops and updates AMMROC standard terms and conditions for subcontracts and purchase orders templates;


• Prepares justification case, with all applicable supporting data, for the purpose of procuring Procurement Committee and contractual approval requirements and governance approval
• Ensures compliance and proper execution of all contractual approval requirements and governance approval, including Board approval;
• Ensures a thorough handover of subcontract on execution to the relevant stakeholders and post-contract team members, including transfer of knowledge on keys terms and negotiation points;
• Provides advice on subcontract terms and conditions to relevant stakeholders;
• Maintains and organizes all relevant contractual and negotiation documents on execution of a Subcontract
• Coordinates with all levels of management to gather, analyze, summarize, and prepare recommendations on sourcing strategies, practices and procedures;
• Manages and supports initiatives such as supplier enablement, subcontract management, project management, problem resolution, supplier relationships and customer support;
• Provides assistance in procurement for high value and/or high-risk projects and other areas as directed;
• Contributes to the identification of opportunities for continuous improvement of contracts systems, processes and practises taking into account ‘international best practise’, improvement of business processes, cost reduction and productivity improvement;
• Support Line Manager with any ad-hoc requirements for reports, presentation, analysis and any other requested task.
• Ensures that the subcontracts are aligned with AMMROC’s terms for business and quality, legal and regulatory requirements and SCM strategy
• Evaluates risks under subcontracts and develops strategies to minimize such risks;
• Agrees on applicable business terms and conditions with Legal and other stakeholders;
• Assists in developing RFP packages to create effective competition;
• Oversees the tendering process including outputs from the technical and commercial evaluations;
• Ensures that relevant stakeholders understand contractual risks and signoff;
• Makes sure that funding is available for any requirements prior to submitting an RFP and/or a contract for approval of Procurement Committee or governance;
• Develops & maintains AMMROC standard terms and conditions for subcontracts;
• Supports the Head of Procurement to achieve Procurement Committee and other necessary governance approvals
• Supports stakeholders, Line Manager and other executives on matters related to subcontracts & SCM initiatives
• Contributes to the identification of opportunities for continuous improvement of contracts systems, processes and practises taking into account ‘international best practise’, improvement of business processes, cost reduction and productivity improvement;
• Manages the effective performance and contractual compliance system for tracking key suppliers;


• Presents New contracts to the Procurement Committee for approval/contract executing
• Maintains and ensures a data classification and data security program within the Sub Contracts function
? Maintains an intensive network of internal and external customers.
• Ensures the management, reporting, monitoring and improvement of the KPIs of the department to ensure performance improvement
• Provide technical advice and guidance on all matters pertaining to Subcontract functions that may influence the product or service delivered.
• Reviews and prepares reports pertaining to Subcontract department timely and accurately to meet AMMROC and departmental requirements, policies and standards
• Ensures direct reports adhere to and support all relevant safety, quality and environmental management policies, procedures and controls, promoting employee safety, legislative compliance and to promote a responsible environmental attitude.
• Ensures that accountabilities for the implementation of improvement opportunities are completed within the assigned deadlines.

Qualification
- Bachelor’s degree in Business or equivalent
- Advanced Degree MBA/Maters desirable
Experience
- Minimum 5 years of experience in an aerospace maintenance and aircraft operating environment, preferably in military, of which at least 3 years in a similar position in managing end-end contract lifecycle (Cradle to Grave) contract management
