Manager - Production & Planning Control

Manager - Production & Planning Control is the functional owner for the safe, compliant and effective execution of aircraft maintenance within the organisation's approved scope and capability.
The role is accountable for the personnel, processes, resources, standards, performance and outputs of the Aircraft Maintenance function, including scheduled and unscheduled maintenance, phase/periodic maintenance execution, fault diagnosis, aircraft/system repair, component removal and installation, maintenance operational checks, maintenance test flight support, maintenance documentation and records, assigned tools and support equipment, personnel competence, worksite control, and aircraft recovery/on-site maintenance support.
The Aircraft Maintenance Manager ensures that maintenance priorities established by the Operations Manager and Production Control are translated into properly resourced and controlled maintenance execution in coordination with Production Control, Quality Control, Engineering, Supply Chain Management, and other relevant parties.

1. Manage the Aircraft Maintenance function's personnel, processes, standards, resources and outputs to ensure safe, compliant and effective maintenance execution within approved organisational capability.
2. Translate Operations Manager direction and approved Production Control maintenance priorities into functional maintenance execution priorities, manpower requirements and performance expectations for Aircraft Maintenance Team Leads.
3. Ensure scheduled, phase/periodic and unscheduled aircraft maintenance is executed in accordance with approved plans, technical data, organisational procedures and required quality-control inspection points.
4. Ensure effective fault diagnosis, troubleshooting, aircraft/system repair, adjustment, servicing, component removal and installation, maintenance operational checks and post-maintenance rectification within the authorised capability of the Maintenance function.
5. Ensure Maintenance provides appropriate aircraft preparation, technical support and discrepancy rectification for maintenance test flights, recognising that execution of the MTF remains with appropriately qualified and authorised flight personnel.
6. Ensure maintenance personnel are appropriately qualified, competent, trained, current, authorised where required and adequately supervised for the maintenance activities assigned to them.
7. Establish and maintain adequate maintenance manpower, shift coverage and internal supervisory arrangements to support approved maintenance requirements and promptly identify capability shortfalls.
8. Ensure adequate tools, equipment, calibrated TMDE, assigned ground support equipment, facilities, technical data and other maintenance resources are available and serviceable; coordinate material and component requirements with Supply Chain and Production Control.
9. Ensure maintenance personnel use current approved technical data and comply with applicable maintenance instructions, procedures, warnings, cautions, limitations and organisational requirements.
10. Ensure maintenance performed by the function is accurately and completely documented, including faults, corrective actions, component changes, operational checks, work orders, job cards and maintenance handovers, and that completed work is presented for required QC inspection or verification.
11. Maintain effective maintenance worksite control, including safety, housekeeping, FOD prevention, PPE, tool accountability, equipment control and maintenance discipline.
12. Coordinate closely with Production Control, Quality Control, Engineering, Supply Chain, Workshops, Training and Safety to resolve maintenance constraints while maintaining clear functional authority boundaries.
13. Monitor maintenance execution performance using appropriate KPIs and trends, including plan attainment, productivity, repeat/recurrent defects, rework, maintenance delays, record accuracy, resource constraints, FOD/tool-control performance and safety/quality events.
14. Identify adverse maintenance trends, recurring defects, workmanship issues or process weaknesses and initiate or support corrective actions, investigations, root-cause analysis and continuous-improvement activities.
15. Support internal and external audits, investigations and reviews affecting the Aircraft Maintenance function and ensure assigned corrective actions are implemented and sustained.
16. Ensure mandatory maintenance actions, modifications and deferred maintenance assigned for execution are completed as scheduled, while recognising that mandatory-compliance monitoring and deferral control remain subject to QC, PC and other designated approval authorities.
17. Ensure the Maintenance function provides appropriate technical personnel and support for aircraft recovery, on-site maintenance and authorised BDAR activities when tasked.
18. Review significant manpower, tooling, equipment, technical-data, material, facility, competence, safety, quality and schedule constraints and advise the Operations Manager on their operational impact.
19. Develop and recommend recovery actions where maintenance performance, aircraft availability or resource constraints threaten approved operational objectives.
20. Ensure Team Leads and Supervisors understand their delegated responsibilities, authorities, maintenance priorities, technical limitations and escalation requirements.
21. Stop or suspend maintenance activity where an immediate safety, airworthiness, quality or technical-compliance risk exists, and ensure the matter is escalated to the appropriate authority.
22. Promote a maintenance culture based on technical discipline, by-the-book maintenance, accurate reporting, professional workmanship, individual accountability, continuous learning and timely escalation of uncertainty.

Qualification
Minimum Qualification Requirements:
• Bachelor's degree in Aviation Maintenance, Aeronautical/Mechanical Engineering, Aviation Management or a related technical discipline. A related military occupational specialty will be an asset.
• A Master’s degree in the above areas will be an advantage.
Certifications and Training:
• Rotary-wing/Fixed-Wing aircraft training on at least one aircraft type is required.
• Formal training and certification in project management (PMP, or equivalent) highly desirable.
• Aircraft/platform type training relevant to the assigned fleet.
• Recognised aircraft maintenance licence or certification, e.g. relevant military occupational specialty (MOS) is highly desirable.
• Lean Six Sigma, or equivalent certification/training highly desirable.
Experience
Required Experience:
• Minimum of 10 years’ prior aviation maintenance experience (rotary-wing/fixed-wing aircraft), in aircraft maintenance operations and maintenance management of heavy maintenance, line maintenance, depot maintenance.
• At least 5 years in an aviation maintenance management role.
• Demonstrated experience managing military aircraft maintenance programs, including scheduled and unscheduled aircraft maintenance, manpower, technical constraints, maintenance records and cross-functional support.
• Experience working within a regulated military, government, MRO, or similar regulated aviation maintenance environment is necessary.
