The Manager Filed Services in engineering department is responsible for all design activities carried by engineering team and handles the of development & sustainment of the DOA (Design Organization Approval).
1. Manages all Engineering aspects relevant to the following Design department which is divided in 3 sections: a) Design b) Tooling & Equipment & c) Repairs Engineering, considering all are at the highest level of compliance to the aerospace airworthiness standards i.e. EASA / FAA Part 21 or equivalent.
2. Responsible for technical and non-technical data production, testing, verification, analysis, coordination and management of design execution, i.e. development, manufacturing, simulation/testing and certification efforts.
3. Manages the Repairs Engineering Function within GAL, where any repair undergoes stringent design constraints and certification.
4. Leads all the R & D efforts and Reverse Engineering within GAL in order to avoid Obsolescence with Customer Aircraft.
5. Manages the design, development, testing and certification activities for tools & Equipment to support the base.
6. Manages development of the certification activities for new special processes & Engineering methods for the base.
7. Innovatively builds PMA (Part Manufacturer Approval) or equivalent capability within GAL (base).
8. Leads LRU (Line replacement unit) level engineering in technological improvement context (process, repair, manufacturing, test etc.) activities.
9. Manages and monitors system level engineering activities i.e. (design, validation, qualification, test etc.) in order to meet all compliance requirements and provides the customer solutions which are achievable, cost effective and compliant with authorities.
10. Develops technical, financial, resource, programmatic and content management plans for the Design Department.
11. Leads the Technical / Design relevant liaison with OEMs (Original Equipment manufacturers) and suppliers as required.
12. Ensures that the materials, processes and specifications used in the deliverables are fully compliant with aviation norms as applicable.
13. Prepare and follow training/development programs (PIP, CDP etc.) for all UAE staff in report line
14. Develops, plans and manages performance metrics and training programs for staff in the report line.
15. Establishes an effective internal/external communication and team environment to encourage teamwork, innovation, performance excellence and human values such as work ethic.
16. Ensures all tasks and deliverables are in full compliance with the applicable Company and Department policies and procedures, safety and airworthiness standards and requirements.
17. Establishes and evaluate employee performance standards and appraise as required.
18. Supervises and guides the section’s staff members regarding productivity and efficiency
19. Meets Objectives, other responsibilities and KPI set by the VP of Engineering
20. Develops new or improves existing methodologies, applications and technologies applicable to the section to increase effectivity and productivity.
21. Maintains regular contact with technical department of all GAL customers to remain abreast of any technical difficulties that arise on the aircraft being supported.
22. Attends conferences, workshops, etc. as necessary to remain abreast of the technical advances in the field of aviation with respect to the customers’ aircraft being supported by GAL
23. Stimulates subordinates and contributes to the identification of opportunities for continuous improvement of section systems, processes and practices taking into account ‘international best practice’, improvement of business processes, cost reduction and productivity improvement
24. Supervises the preparation of timely and accurate departmental MIS statements and reports of GAL to meet company and department requirements, policies and standards
25. Ensures compliance to all relevant safety, quality and environmental management procedures and controls to guarantee employee safety, legislative compliance, delivery of high quality products/service and a responsible environmental attitude.
26. Recommends an optimum organization structure for the Engineering Management section so that resources are optimally utilized and communication can take place in an efficient manner
27. Prepares budget using inputs from department heads and monitors financial performance versus the budget so that the business is aware of anticipated costs, areas of unsatisfactory performance are identified, and potential performance improvement opportunities are capitalized upon.
28. Manages full compliance with Audit, Risk and quality standards so that all employees satisfactorily meet and receive sign off from quality and Internal Audit requirements and investigations
29. Leads and manages the department by overseeing the staff’s performance, recruitment, training and development to ensure high levels of engagement and competence
30. Monitors and advises on departmental training needs and lead interactions with the HR function to provide appropriate training provision so that all employees have the required user capability to enable delivery of functional/ departmental objectives.
31. Motivates one’s own team and identifies opportunities to take part in change initiatives, programs and projects that reflect international best practice and changes in the competitive environment.
32. Oversees improvements to departmental policies and directs the implementation of procedures and controls so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service to customers.
33. Performs other related duties or assignments as directed.

Qualification
• Bachelor’s degree in aeronautical, mechanical, avionics or similar engineering disciplines.
• Graduate of an aviation or military school and / or holding an MS/ MBA is a plus.
Experience
Minimum 10 years of related experience with at least 5 years in the following areas; military aviation services, particularly in the military aircraft maintenance, repair environment and related overhaul programs, engineering changes/aircraft systems, modifications and other aircraft related engineering, including; design, repair, modification certification, testing, etc. and similar development.
